European Citizens resident in Spain, cannot at this moment complete an International Adoption as the Spanish Foreign Ministery will not allow the adopted children entry into Spain.

Dear Sirs,
In response to your letter to this Authority, dated 12/09/04, I inform you that the "Junta de Andalucia" (the regional government) followed the correct procedure when they gave you official approval to do an international adoption, as you are residents in this region. However, the parent-child relationship, in the case of adoption too, comes under the legislation of the country of origin of the child and the adoptive parents. Therefore, the British and the Irish authorities are the ones who must assess this international adoption and if they accept it, register the children as citizens, given that neither of the adoptive parents is Spanish. Once the children are registered, or at least a document is produced confirming that the registration is acceptable in the eyes of the Authorities concerned, the children can be granted visas to complete the adoption process through the British and Irish Consulates in Spain. The British and Irish authorities should inform you ot what steps you must take. The adopted child, with British or Irish documentation can without question reside legally in Spain with his adoptive parents.
