Services Secretaría de estado de Servicios Sociales, Familias y Discapacidad, Dirección General de Las Familias y la Infancia, Subdirección General de Infancia N/ref EGG/egg 3 of March, 2005 In reply to your letter in which you outline the different interpretations by the Ministries involved, of how to proceed with an adoption order in Colombia, we firstly want to apologize for the delay in replying to you. The reason for this delay is that we have been consulting with the Ministry for Foreign Affairs. According to the initial criteria from this latter Ministry to this department, foreigners resident in Spain proceed with their application for an international adoption through the department responsible for Protection of Children in the area where they live. To do this, they must present a certificate from the Embassy of their country which outlines what the procedure for the recognition of such an international adoption would be, according to the laws of this country, so that their adoptive child can acquire the nationality of their parents. Once the adoption order has been finalized with the appropriate authorities in the country of origin of the adopted child, the procedure for recognising the effects of this resolution is governed by the your national law and with the certificate from your Embassy the Spanish Consulate will give the corresponding entry visa for Spain. As a result of the information which has reached us through the Junta de Andalucía, we have approached the General Directorate of Consular Assistance again so they can confirm what the criteria which needs be followed in these cases. As soon as we receive a reply from the Ministry of Foreign Affairs we will communicate it immediately through the Department responsible for Protection of the Child in your Autonomous Region of residency.
